1. ENTRY TO CARGO TERMINAL : Entry to the Cargo Terminal is restricted only to the bonafide users holding Photo Identity Card (PIC) issued by the AAI. Daily passes can be obtained by one day visitors and passengers at the reception counters at Export entry gate.
PICs are issued to Exporters, Importers, Cargo Agents, IATA Agents and other officials on submission of documents Le. Customs license, Airlines Cargo Arrival Notice, Delivery Order, Passport etc.
2. ADMISSION OF EXPORT CARGO : Export cargo should be brought in "ready for carriage condition" with proper packing, labeling marks and numbers prominently marked on all sides of packages, duly accompanied by a 'Carting Order' from airline, Air Waybill, Shipping Bill, Baggage declaration, for admission of cargo. The Export Terminal is to be used for transit and not for storage.
Applicable Terminal, demurrage charges are to be paid to the AAI at the Bank / AAI counters in Export Wing for processing cargo. For the convenience of regular clients the facility of Pre-deposit Accounts is available to avoid cash handling.
3. (i) CARE OF EXPORT CARGO : The cargo shall be stored in the International Air Cargo Terminal or its allied structure under the overall control and supervision of Customs authorities. The responsibility for export cargo shall be that of the shipper or its agent before Customs examinations, of the customs in respect of detained cargo during examination and of the carriers after examination.
(ii) CARE OF IMPORT CARGO : The cargo is stored in the International Air Cargo Terminal or its allied structure under the overall control and supervision of Customs authorities. Import cargo is received by AAI from Airlines on "said to contain and said to weigh" basis as per Import General Manifest(IGM). Delivery of the consignment is given against the 'Delivery Order' from airlines after Customs "Out of charge" on payment of applicable AAI charges.
4. DISPOSAL OF UNCLAIMED CARGO : Import cargo which remains unclaimed beyond 30 days of landing is liable to be disposed off in terms of Section 48 of Customs Act. 1962.
5. Unaccompanied baggage can be cleared by the Passenger or through an authorised representative subject to customs approval.
6. AAI DELIVERS LIFE SAVING DRUGS, HUMAN REMAINS, PERISHABLES, PRESS MATTER, DIPLOMATIC MAIL AND LIVE ANIMALS ON ROUND THE CLOCK BASIS SUBJECT TO CUSTOMS APPROVAL.
7. FREE PERIOD : Free storage period of 5 working days from the date of landing is allowed for import cargo / unaccompanied baggage. During the free period only TSP charges are levied. Thereafter demurrage charges are also leviable as per Schedule of Rates.
8. The current schedule of charges for various Cargo Terminal handling services is given on pages 15 & 24 (valid till Dec. 2004).
9. WAIVER OF DEMURRAGE CHARGES : The demurrage charge may be waived as per AAI's approved Waiver Policy. The application for waiver may be submitted to the Airport Director AAI, NSCBI Airport, KOLKATA 700052 within FIFTEEN (15) DAYS from the date of "out - of charge" by the Customs giving reasons for delayed clearance of consignment along with the copies of following documents.
(a) Air Waybill! House Air Way bill.
(b) Delivery Order.
(c) Bill of Entry Baggage Declaration reflecting Customs notings, stamp with date of Passed "out- of- charge".
In case of export, shipping bill showing "let export order" customs order by Proper Officer.
(d) Documentary proof to substantiate delay in clearance viz. Customs Detention Certificate Medical Certificate (in original) Customs Duty Exemption Certificate etc, as the case may be.
(e) AAI charges Receipt (in case charges have been paid).
(f) AAI Gate pass. (in case delivery has been taken).
(g) Any other supporting documents.
Application for Waiver of demurrage charge is to be made by the importer / shipper / passenger at their own responsibility. If waiver is not found admissible as per the policy of AAI all charges are leviable. Therefore, for their own benefit, to avoid further accrual of demurrage charges, consignees are advised to take delivery of consignments on payment of prescribed AAI charges before applying for waiver / remission.
In case waiver is granted by AAI, the period from the date of submission of waiver application till the decision is communicated will be considered as the processing period and will be condoned. An appeal against the decision of the Airport Director on the application for waiver, may be made to ED(Cargo) / Member(Ops) / Chairman, AAI, Operational Offices, Gurgaon Road, New Delhi - 110037 within a period of 15 days of communication of such decision. The decision of the appellate authority will be final.

This department is issuing two kinds of PIC (Personal identity Card) i.e. Green coloured PIC and Yellow coloured PIC to various categories of people and Agencies coming to the Air Cargo Complex. PIC is issued only to those agencies and people who are having their legitimate work at the Cargo Complex of NCBI Airport, Kolkata. The conditions and eligibility criteria for issuance of yellow and green coloured PIC are given below: -
